20070220 rgm added submitted SMPs for VIDEO, VIKING, VMC and VHS were
confirmed as final versions for the Jan submission. 

Note these were revised and resubmitted in May/June 2007

20080506 rgm added viking_smp20.pdf. This is the accepted ESO SMP with
the proviso that the human resources needed to be increased.

20080506 rgm added SMP_VHS_v1p1.pdf. This is the ESO accepted SMP.
